Phase 2 · 20 October 2025

Ringwood, Fordingbridge, Bransgore and surrounding western communities moved to weekly food waste plus alternate-week rubbish and recycling.

Phase 3 · week beginning 11 May 2026

The largest and final phase covered the remaining Hardley/Totton side of the district, including Totton, Hythe, Fawley, Lyndhurst, Marchwood and nearby communities.

Not Every New Forest Property Uses Wheelie Bins

Properties without safe space to store full-size wheelie bins can receive approved alternative containers.

Access constraints

Narrow roads, long private access, unsafe vehicle routes or other practical limitations can change the collection setup.

Shared developments can use communal rubbish, recycling and food-waste capacity instead of a full set per flat.

Do not copy the neighbour across the road. An individual property assessment can mean two nearby addresses use different containers or presentation points.

Do not assume pots, tubs, trays and soft plastic film are currently accepted simply because another English council takes them. Hampshire’s planned newer materials-recovery infrastructure is expected to expand recycling possibilities in the future. Follow NFDC’s current list at the time you dispose of the item.

Extra cardboard: the council has said a small bundle of flattened cardboard can be collected next to the green-lidded recycling bin on its scheduled collection day when it is dry and safely presented. Do not use community recycling-bank areas as overflow dumping points.

Collection-day detail: put the brown outdoor caddy out with its lid closed and the carry handle upright. The upright position locks the lid and makes it easier for the crew to collect.

Do not report the caddy missed just because the wheelie bin has already been emptied. Different waste streams can be collected by different vehicles at different times.

45kg maximum: the current garden-waste guidance says a garden bin can be rejected if it is too heavy, with a maximum permitted weight of about 45kg. Soil and stones are therefore a particularly bad idea.

No garden side waste: the lid must close and additional sacks or loose garden material beside the subscribed bin will not be collected.

Up to five subscriptions: current terms cap the service at five garden bins per household, with a subscription charge applying per 240-litre bin.

Bins, bags, caddies and boxes should be at the approved collection point before 6am on the specified day.

Edge of property

Unless another arrangement has been agreed, present containers at the property edge where it meets the public highway.

Lid closed

Wheelie-bin lids must close fully. Overflowing or excessively heavy bins can be deliberately left behind.

Earliest sensible presentation: council policy says household waste should not normally be put out before 6pm on the evening before collection.

Private lane: where a property is on a private lane or road, the normal collection point will wherever possible be where that route meets the public highway, unless a different location has been agreed.

Bring containers back in: once emptied, return them to private property by the end of the scheduled collection day so they do not obstruct the highway.

Free-Roaming Ponies & Livestock: A Collection Rule Unique to the New Forest

Open-forest properties have a problem most council bin guides never need to discuss: livestock and wildlife interfering with food waste and other containers.

Safe pedestrian access

Where the council has agreed an inside-gate collection point, the crew still needs safe pedestrian access to the caddy.

Cattle-grid limit

Collection operatives cannot cross a cattle grid to retrieve household waste and recycling containers.

Do not improvise your own hidden collection point. If animals are repeatedly disturbing containers, use the council’s agreed arrangement. A secure location that the crew has not been told about can look exactly like a bin that was not presented.

Additional bags left beside or on top of the normal black-lidded wheelie bin are not part of the standard fortnightly service.

The lid must close fully. If it does not, the whole bin can be rejected.

Excess household waste options

Use the next available capacity in your normal bin, take suitable waste to a household waste recycling centre or arrange collection through an authorised waste carrier / bulky service.

Christmas exception: the collection policy allows up to one standard 90-litre bag of additional general waste at the first general-waste collection after the Christmas bank holiday. Check the council’s current Christmas announcement before using this exception.

Community recycling bank full? do not leave bags or cardboard on the ground beside the bank. NFDC has treated material left next to full community containers as fly-tipping. Use the kerbside service, return later or use an appropriate HWRC instead.

Can You Get a Larger New Forest Rubbish Bin?

Additional general-waste capacity is assessed rather than issued automatically. The household must normally show that it is using the available recycling and food services first.

The normal core general-waste capacity is the 180-litre black-lidded wheelie bin.

6–8 occupants

Policy criteria can support a 240-litre general-waste bin, subject to assessment.

9+ occupants

The council’s waste team determines the appropriate arrangement through an individual assessment.

Nappies

The policy includes households with two or more children in nappies within the criteria for additional residual capacity.

Medical need

Additional non-clinical household waste generated by medical circumstances can also be considered through the capacity application route.

Extra recycling is easier to justify: NFDC policy says requests for additional recycling capacity can be accepted from residents, subject to storage and the current container arrangements.

Not necessarily permanent: additional general-waste capacity can be reviewed after around 12 months and reduced again if the household no longer meets the criteria.

Crew damage: where a bin is damaged or lost during the council’s collection process, policy says it should be replaced without charging the resident.

Replacement may be reused: NFDC can redistribute serviceable pre-used wheelie bins rather than guaranteeing a brand-new container.

Moving Home? Most Council Containers Stay at the Property

Rubbish/recycling containers are council property. Number them with the property address and leave the normal household waste containers at the property when moving.

Garden subscription is different: garden-waste terms allocate the subscription to the customer. If you move within the district, notify NFDC in advance and follow its instructions for moving the subscribed garden bin to the new address.

Assisted Collections for Disability, Illness or Injury

The assisted service remains a core protection for residents who cannot move household waste containers to the normal property edge.

Upholstered furniture: damaged sofas, chairs or similar seating containing fire-retardant foam need to be sealed and protected from rain before collection because they are handled under special disposal rules.

Benefits concession: the current fee schedule retains one free collection of up to three items per household for residents receiving qualifying benefits during the financial year.

NFDC collection policy says waste and recycling services normally continue on bank holidays during the year.

It also follows Hampshire’s seasonal opening hours and requires a pre-booked appointment.

Somerley has steps, so residents with mobility requirements should check the current site information before travelling.

Van / pickup / trailer? Hampshire’s permits became digital from 24 February 2026. A permit can be required for larger vehicles, and the booking system checks it against the registration.

Permit allowance: Hampshire currently provides 12 visits per permit for qualifying vans, pickups and trailers. A £20 administration fee applies to a new permit application, with up to two permits per year.

Asbestos is not accepted at Marchwood or Somerley. Check Hampshire’s dedicated asbestos guidance and approved sites rather than loading it into the car and hoping the local HWRC will take it.
